Because strong policies do not automatically equate to strong compliance. And without strong compliance, people are not protected from the harms of tobacco.
The adoption of a law is a vital step but it is necessary to ensure that it is implemented and enforced in order to build high compliance and ultimately achieve the law’s impact.
